A Houston man was arrested and charged with possession of a penalty group 1 controlled substance (less than a gram), theft under $1500 - 3rd off., speeding to or 10% ovr posted, driving with an invalid license, no liability insurance (2nd) and driving with expired registration on October 21, 2011, the Harris County Sheriff's Office reported. John Edward Kemp, 36 years old, was booked at the Harris County Jail on October 22, 2011 and is facing misdemeanor and felony charges. He resides at 15915 Kuykendahl #190.
