State seeks to shut down another Spring-area massage parlor

The State of Texas is asking the court to shut down a Spring-area massage parlor accused of promoting prostitution.

The State of Texas filed a public nuisance lawsuit on June 12 in the Harris County District Court against Frank Chia-Ching Liu, doing business as Royal Spa.

The suit alleges that since October 2011, Harris County has cited Royal Spa, located in a strip mall at 921 W. FM 1960 in Spring, 15 times on charges of running an unlicensed massage parlor. According to the brief, Royal Spa is a haven for pimps who traffic women for sex through force, fraud or coercion.

The strip mall, which also houses the after-hours club Nite Moves, is owned by George Naddour, who will also be sued in a separate case, the petitioner says.

Texas is asking the court for injunctive relief to shut down this alleged illegal operation, attorney's fees and court costs. The state is being represented in the case by Assistant County Attorney Fred Keys Jr.
